Absolute Geopolitical Non-Participation: The GCCAI operates as a mathematically bound, structurally neutral physics engine. The Secretariat does not participate in jurisdictional disputes, geopolitical intelligence sharing, sanctions enforcement, or state-level cyber conflicts. The sole mandate is the preservation of mathematical safety for civic and algorithmic infrastructure.
The GCCAI maintains a strict separation between structural telemetry and proprietary institutional data. The submission of an inquiry does not initiate the ingestion, processing, or routing of proprietary financial, clinical, or Personally Identifiable Information (PII). All correspondence is securely maintained by the Secretariat in compliance with international data privacy frameworks.
Furthermore, all technical architectures, licensing inquiries, and administrative communications submitted to the Secretariat are classified as Confidential Commercial Information, explicitly protected from public disclosure under FOIA Exemption 4 (5 U.S.C. § 552(b)(4)) and international trade secret directives.
