The GCCAI streaming autonomous safety standard is architecturally verified to ISO/IEC 15408 EAL7 design criteria — the same assurance standard recognized by the defense and intelligence communities of 31 member nations under the Common Criteria Recognition Arrangement (CCRA).

The baseline is formally lodged under OMB Circular A-119, which directs domestic regulatory agencies to use independently developed voluntary consensus standards for autonomous systems. The GCCAI’s structure has been formally notified to the DOJ and FTC under the National Cooperative Research and Production Act (NCRPA), 15 U.S.C. §§ 4301–4306. That filing is part of the public administrative record.
These are not guidelines or frameworks. They are Mechanized Formal Specification proofs — each one verifying that autonomous systems in a specific domain can be mathematically bounded. Verified by Isabelle/HOL, the same theorem prover used by Cambridge University, TU Munich, and INRIA. The proof either holds or it does not.
The registry covers 16 apex domains — from Power Grids and Clinical Healthcare to Actuarial Underwriting and Credit Systems — where autonomous systems carry deterministic accountability obligations. Each domain proof verifies that autonomous systems within it can be mathematically bounded. Each proof is independently verifiable by SHA-256 hash.
